Declaración conjunta

1. Nigel Huddleston, MP, Ministro de Estado de Comercio Internacional, y el excelentísimo Juan Carlos Mathews, Ministro de Comercio Exterior y Turismo del Perú, se reunieron en Lima el 13 de octubre de 2023, para el segundo Diálogo Comercial entre el Reino Unido y el Perú.

2. Los ministros celebraron los 200 años de relaciones entre las dos naciones soberanas y dieron la bienvenida al fortalecimiento continuo del comercio bilateral y la cooperación a través del Acuerdo Comercial existente entre el Reino Unido y el Perú, así como la reciente adhesión del Reino Unido al Acuerdo Integral y Progresivo de Asociación Transpacífico (CPTPP, por sus siglas en inglés).

3. Los ministros acordaron seguir trabajando juntos para garantizar que los ciudadanos y las empresas aprendan y se beneficien de estos Acuerdos. En este sentido, solicitaron a los funcionarios que trabajen en un plan de comunicación conjunto destacando los beneficios que el CPTPP y el Acuerdo Comercial entre el Reino Unido y los Países Andinos ofrecen a todos los sectores de la sociedad y, en particular, a las pequeñas y medianas empresas.

4. Los ministros reconocieron los avances realizados en el impulso del comercio bilateral a niveles récord y se comprometieron a continuar los esfuerzos para identificar nuevas oportunidades y eliminar barreras comerciales. Solicitaron a sus funcionarios que continúen el seguimiento de la negociación de un acuerdo de doble imposición tributaria que brinde certeza empresarial y fomente la inversión y la competitividad.

5. Los ministros discutieron sectores clave de interés y exploraron formas de mejorar el acceso a los mercados de cada uno. Dieron la bienvenida al lanzamiento de la Evaluación Comercial Bilateral, sobre el comercio de bienes y servicios, con el objetivo de encontrar formas de profundizar y fortalecer nuestras relaciones comerciales bilaterales.

6. El Ministro Huddleston enfatizó la experiencia del Reino Unido en el sector farmacéutico y los beneficios que podría aportar al sistema de salud del Perú. Animó a los funcionarios del Reino Unido y el Perú a profundizar la colaboración para aumentar el flujo de productos innovadores al mercado peruano y apoyar las ambiciones del gobierno peruano en materia de salud.

7. Los ministros discutieron la importancia de reconocer la protección de las Indicaciones Geográficas (IG). Además, el Ministro Mathews enfatizó el interés del Perú por iniciar el diálogo, e intercambiar información, para establecer un Acuerdo de Reconocimiento Mutuo sobre Productos Orgánicos.

8. Los ministros también destacaron la importancia de la OCDE y expresaron su interés en iniciar una colaboración en relación con el proceso de adhesión del Perú a la OCDE.

9. Los ministros valoraron el trabajo de los funcionarios en el marco del Acuerdo Comercial entre el Reino Unido y los Países Andinos, y la importancia de ese foro para ayudar a resolver problemas de acceso al mercado. El ministro Huddleston recordó la necesidad de seguir abordando el tema del tratamiento fiscal.

10. Los ministros coincidieron en la importancia de continuar la asociación para abordar la crisis climática, a través de foros bilaterales y multilaterales. El ministro Huddleston destacó el apoyo del Reino Unido al Perú en sus esfuerzos de transición energética, incluido el sector del hidrógeno verde, donde el Perú está trabajando actualmente en el desarrollo de una hoja de ruta.

11. Los ministros acordaron seguir trabajando juntos como defensores de la apertura y el comercio justo y libre en el ámbito multilateral, incluida la Organización Mundial del Comercio (OMC).

12. Los ministros reflexionaron sobre los 200 años de relaciones entre los dos países, que han forjado vínculos profundos e inquebrantables. El Reino Unido es actualmente el mayor inversor extranjero directo en el Perú y la asociación del Reino Unido en infraestructura ha ayudado a construir resiliencia frente a los desafíos climáticos crecientes. El ministro Mathews destacó el impacto positivo de las inversiones del Reino Unido en sectores clave como la minería, las finanzas y las comunicaciones, así como las oportunidades que surgen en otros sectores.

13. Los ministros acordaron que la adhesión del Reino Unido al CPTPP brinda oportunidades para profundizar aún más nuestra relación sólida y duradera, al mejorar las oportunidades comerciales y de inversión. Además de las reducciones arancelarias, el CPTPP permite a ambos países liberalizar aún más la relación comercial entre el Reino Unido y el Perú y trabajar en la apertura de oportunidades en sectores que impulsen un crecimiento y prosperidad sostenibles.

2. Ministers celebrated 200 years of relations between the two sovereign nations and welcomed the continued strengthening of the bilateral trade and cooperation through the existing Trade Agreement between the UK and Peru and UK’s recent accession to the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP).

3. Ministers agreed to continue working together to ensure that citizens and businesses understand and benefit from these Agreements. In this regard, They asked officials to work on a joint communication plan highlighting the benefits that the CPTPP and the UK-Andean Countries Trade Agreement have to offer to all sectors of society and, in particular, to small and medium enterprises.

4. Ministers recognized the advances made in driving bilateral trade to record levels and committed to continuing efforts to identify new opportunities and remove barriers for business. They asked their officials to continue following up the negotiation of a double taxation agreement which will provide business certainty and boost investment and competitiveness.

5. Ministers discussed key sectors of interest and explored ways to improve access to each other’s markets. They welcomed the launch of the Bilateral Trade Review, on trade of goods and services, with the aim of finding ways to deepen and strengthen our bilateral trade relationships.

6. Minister Huddleston emphasised the UK’s expertise in the pharmaceutical sector and the benefits it could bring to Peru’s healthcare system. He encouraged UK and Peru officials to deepen collaboration to increase the flow of innovative products to the Peruvian market and support the Peruvian government’s healthcare ambitions.

7. Ministers discussed the importance of recognising the protection of Geographical Indications (GIs). Additionally, Minister Mathews emphasized Peru’s interest for the initiation of the dialogue and exchanging information to establish a Mutual Recognition Agreement on Organic Products.

8. Ministers also highlighted the importance of the OECD, and expressed their interest in initiating collaboration regarding Peru's process of accession to the OECD.

9. Ministers welcomed the work of officials within the framework of the UK-Andean countries Trade Agreement, and the importance of that forum in helping resolve market access issues. Minister Huddleston recalled the need to continue to address the issue of taxation treatment.

10. Ministers agreed on the importance of continuing partnership on tackling the climate crisis, through bilateral and multilateral fora. Minister Huddleston highlighted the UK’s support to Peru in their energy transition efforts, including in the green hydrogen sector, where Peru is currently working to develop a roadmap.

11. Ministers agreed to continue working together as advocate champions of openness and fair and free trade on the multilateral stage, including in the WTO.

12. Ministers reflected that 200 years of relations between the two countries had forged deep and unbreakable links. The UK is currently the largest direct foreign investor in Peru and UK’s partnership in infrastructure has helped build resilience in the face of increased climate challenges. Minister Mathews highlighted the positive impact of the United Kingdom's investments in key sectors such as mining, finance, and communications, as well as the opportunities that arise in other sectors.

13. Ministers agreed that UK´s accession to the CPTPP provides the UK and Peru opportunities to further deepen our long-standing and robust relationship by enhancing opportunities for trade and investment. Alongside tariff reductions, CPTPP allows both countries to further liberalise the UK-Peru trading relationship and work on opening up opportunities in sectors to drive sustainable growth and prosperity.
