MIDAGRI: Peru Has Made Significant Progress in Complying with the EUDR Regulation

  • According to what has been published in the Official Journal of the European Union, the entry into force of the new EUDR regulation has been postponed until December 30, 2026.

The Ministry of Agrarian Development and Irrigation (MIDAGRI) reports that Peru has made significant progress in complying with the EUDR, leading a comprehensive strategy that strengthens traceability and sustainable production across the coffee, cacao, and oil palm value chains.

To date, the geolocation of plots exceeds 150,000 polygons through the AGRODIGITAL application, which is linked to the Agrarian Producers Registry (PPA), where more than two million producers are already registered.
In addition, Peru has achieved interoperability between its systems and international platforms such as FAO’s Whisp and Global Forest Watch Pro, enabling producers, cooperatives, and exporters to generate compliance reports free of charge, in a standardized and rapid manner, thereby strengthening their access to European markets.

In parallel, MIDAGRI led a multisectoral effort with 16 public institutions to analyze nearly 200 regulations and subsequently select those related to the EUDR criteria, identifying the relevant legislation for coffee and cacao. This process enabled the development of a guidance document addressed to European buyers and competent authorities.

Likewise, in coordination with the Ministry of Foreign Trade and Tourism (MINCETUR) and the Ministry of Foreign Affairs, efforts are underway to promote the dissemination of the inclusive due diligence approach, highlighting that direct responsibility lies with European operators, while Peruvian producers provide key information—such as plot geolocation and data that allow verification of compliance with relevant legislation. For this reason, guidance documents are being developed for producers and exporting cooperatives in order to explain their role and clarify key concepts.

POSTPONEMENT OF THE APPLICATION OF THE NEW EUDR REGULATION

According to what was published in the Official Journal of the European Union, an official one-year postponement of the application of the EUDR regulation has been approved, along with a simplification of the Due Diligence process. The new application date establishes that European companies must comply with the EUDR as of December 30, 2026. Among the main changes, the following stand out: postponement of the application date; the inclusion of downstream operators and micro or small primary operators; and the simplification of the administrative burden for operators (European Union importers).

MIDAGRI reaffirms its commitment to continue working with producers, regional governments, cooperatives, and international partners, ensuring that Peru maintains its technical preparedness and competitiveness in light of upcoming adjustments and the future implementation of the EUDR.
