Coffee and Cacao Producers in San Martín Prepare for the EUDR and Circular Economy with Support from Midagri

Regional workshop brought together producers and authorities to strengthen capacities and promote deforestation-free agriculture with better resource use

The Ministry of Agrarian Development and Irrigation (MIDAGRI) held a workshop in the district of Tocache, in the San Martín region, aimed at strengthening the agrarian sector’s capacities in response to the European Union Deforestation Regulation (EUDR) and highlighting the importance of the circular economy to improve sustainability in agricultural production activities.

The meeting took place on December 4 at the DEVIDA auditorium and brought together more than 40 participants, including representatives from public institutions, producer organizations, and cooperatives. During the event, attendees learned about progress in the implementation of the EUDR and its impact on the coffee and cacao value chains, as well as the components of the Circular Economy Roadmap for the agrarian and irrigation sectors.

The EUDR establishes that products such as cacao, coffee, and palm oil destined for the European Union must meet specific requirements: they must be free from deforestation, comply with national legislation, and include a due-diligence statement from the European importer.

Within this framework, MIDAGRI presented progress on the National Strategy for Alignment with the EUDR Regulation, structured around three main pillars: information generation, clarification of the legal framework, and risk management to ensure due diligence.

The General Directorate of Agrarian Environmental Affairs (DGAAA) presented the guidelines of the Environmental Management Regulation for the Agrarian and Irrigation Sector (RGASAR), a key tool that promotes responsible environmental management and boosts competitiveness, sustainability, and investment in the country’s agricultural and agro-export activities. This regulation also serves as one of the requirements that agricultural producers must submit under the second condition of the EUDR.

The Circular Economy Roadmap for the agrarian and irrigation sectors was also presented, aiming to improve the livelihoods of producers and ensure the sustainability of agricultural activities. This roadmap is organized into five strategic pillars: resource efficiency, circular business models, regulatory strengthening, tools for circularity, and circular culture.
During the workshop, it was highlighted that in 2024, San Martín’s economy saw significant participation from the Agriculture, Livestock, Hunting, and Forestry sector, which accounted for 27.5% of the region’s Gross Value Added, consolidating it as the main economic activity.

The department of San Martín has 95,628 producers of coffee, cacao, and palm oil: 29,956 dedicated to cacao, 64,458 to coffee, and 1,214 to palm oil. As part of the National Geolocation Plan implemented by MIDAGRI, 22,421 producers in this region are currently being geolocated.

Through these efforts, MIDAGRI reaffirms its commitment to a modern, sustainable, and deforestation-free agrarian sector, strengthening regional competitiveness and the quality of life of producers across the country.
