Peru Advances in the Implementation of the EUDR: MIDAGRI Engages Regional Governments in the Review of the National Regulatory Framework

The Ministry of Agrarian Development and Irrigation (MIDAGRI), together with the European Forest Institute (EFI), the Earth Innovation Institute (EII), and the SAFE Project, held a virtual event to present the analysis of the review of the national regulatory framework in light of Regulation (EU) 2023/1115 on deforestation-free products (EUDR).
The meeting enabled regional governments to engage with the progress of this legal analysis, which aims to prepare Peru’s agricultural sector to meet the European sustainability requirements.
The document, developed with input from 15 public institutions that are part of the Multisectoral Working Group, organizes national regulations into six areas: land use and land tenure, environmental protection, labor and human rights, third-party rights and free, prior and informed consent, as well as fiscal, tax, and customs regulations.
During the meeting, the role of regional governments was highlighted as the first point of contact with producers in the field. Their participation is key to ensuring the implementation of the legal framework and preventing interpretations that could lead to uncertainty or the exclusion of small-scale farmers.
It was emphasized that this input serves as guidance and is open to feedback from regional authorities. The next stage will involve assessing compliance risks and developing practical due diligence recommendations, initially focused on the coffee and cacao supply chains.
Through these efforts, MIDAGRI reaffirms its leadership in building a sustainable and competitive agriculture sector. The process continues to move forward in coordination with businesses, trade associations, civil society, Indigenous peoples, and regional governments.
