MIDAGRI leads a participatory plan to strengthen sustainable and competitive practices

As part of the Government's commitment to sustainable agricultura, the Ministry of Agrarian Development and Irrigation (MIDAGRI) has been developing the Roadmap Implementation Plan in a participatory manner Towards a Circular Economy in the Agrarian and Irrigation Sector (HREC-AR), key instrument that will guide the sector's transition towards a more efficient, resilient and regenerative model.
The circular economy represents a great opportunity to strengthen family farming, promote sustainable and competitive production practices, and address climate, social, and economic challenges. Therefore, through Supreme Decree No. 007-2025-MIDAGRI, the sector approved the Roadmap that charts the path toward 2030 with five strategic pillars: resource efficiency, circular business models, institutional framework, circularity tools, and circular culture.
In this context, MIDAGRI, through the Directorate General of Agrarian Policies (DGPA), is leading the formulation of the Implementation Plan, a process that articulates and compiles contributions from various stakeholders in the public and private sectors, civil society, academia, and international cooperation. This process has received support from the European Union through its Circular Economy Program "Sustainable Business."
The Implementation Plan seeks to develop, highlight, and strengthen the sustainable practices currently implemented by agrarian producers. For example, it will promote regenerative agriculture, which restores soil health and makes efficient use of resources through crop rotation; it will ensure optimal use of energy and water by promoting ecosystem-friendly mechanisms (sowing and harvesting water) or more efficient irrigation techniques; and it will reduce or transform waste into byproducts. All of this with the goal of generating new circular business models so that agrarian producers can consolidate or progressively transition toward more efficient, sustainable, and competitive production models.
Two key workshops were held to strengthen the document and generate inter-institutional synergies. The first was held on July 15, with the participation of representatives from various departments of the Ministry of Agrarian Development and Irrigation, its programs, and attached public agencies, such as Serfor, INIA, ANA, Agromercado, and Agroideas. The second workshop, held on July 17, 2025, brought together various representatives from the public sector, including MINAM, PRODUCE, MINCETUR, OSINFOR, ITP, INACAL, DEVIDA, and PROCOMPITE.
Also present were representatives from the private sector, civil society, academia and technical cooperation such as: the Association of Agrarian Producers Guilds, Adex, the National Forestry Chamber, the Lima Cattle Ranchers Association, National Association of Agroecological Producers (ANPE), National Agrarian Confederation, WWF, Agronomists and Veterinarians Without Borders, Technology and Innovation Park for Agriculture, CGIAR, National University of San Marcos, Federico Villareal University, and Helvetas.
The final document will be approved by ministerial resolution, with a favorable opinion from the Ministry of the Environment, and will mark a new milestone in the implementation of public policies aimed at a more circular and sustainable economy based on Peruvian agriculture.
