Degree in Political Science, specialising in International Relations from the Catholic University of Argentina, postgraduate degree in Government Administration from the ENA of France (excellence), doctoral philosophical examination (excellence) and PhD (Summa cum laude) in Political Science from the University of Belgrano, Argentina.

Former advisor to the Offices of Labour, Presidency of the Council of Ministers (PCM), Interior, and Energy and Mining.

15 years in private management.

Former professor at the Universidad Nacional Mayor de San Marcos, the Diplomatic Academy, the University of Lima and the Centre for Higher Military Studies (CAEM, by its acronym in Spanish). Subjects taught: Political Science, State Theory, Political Philosophy, International Relations and International Public Law.

17 years as an international manager in the International Labour Organisation (ILO): Argentina, Bolivia, Colombia, Cuba, Ecuador, Haiti, Italy, Mexico, Switzerland and Peru.

More than 500 lectures/speeches in global, regional and national forums.

Member of the Peruvian Society of International Law.

Author of “Perú como destino, una visión de país” ("Peru as a destination, a country vision") 

Author of a book on indigenous and tribal peoples (in press).

Author of an unpublished novel and a collection of poems.

In process to finish the book: La Era Disruptiva, un diálogo con los dioses. (The Disruptive Era, a dialogue with the gods.)

Former regular columnist for El Comercio, La Estrella de Panamá and International Press En Español, Japan (resigned from his columns after his appointment).
