The INEI and the MIDAGRI will strengthen the Integrated System of Agricultural Statistics within the Framework of the SISTAN

The National Institute of Statistics and Informatics (INEI) and the Ministry of Agricultural Development and Irrigation (MIDAGRI) signed an agreement within the framework of cooperation for strengthening the exchange of statistical information, which will allow improving the Integrated System of Agricultural Statistics within the Framework of the National Statistical System.
Among the benefits of this agreement are the strengthen of the Agricultural Statistics System, by having agricultural information developed by probabilistic methods, Access to indicators within the framework of the National Agricultural Policy, the National Plan of Livestock Development and monitoring indicators of Budgetary Programs. This way we can have just one statistical research that collects the needs of the Ministry of Agricultural Development and Irrigation and its OPDs (Decentralized Public Bodies) to optimize the public spending as well as the methodologic standardization of the National Agricultural Survey. Sampling frames, questionnaires and methodologies were standardized.
The signature of the above-mentioned document was in charge of the economist Segundo Enrique Regalado Gamonal, Vice-Minister for Agricultural Development Policies and Monitoring of the MIDAGRI and of Mr. Dante Rafael Carhuavilca Bonett, Chief of the INEI. This ceremony was held at the INEI Head Office; locate in Jesús María district and in the presence of managers and officials of participating institutions.
COMPETENCES
It should be noted that the MIDAGRI, is the entity of the Executive Branch that exercise control over the own national policies of its field of competence, which are of mandatory requirement by the three government levels. In the exercise of these general functions, the Ministry promotes competitiveness, innovation, inclusion and productive diversification, promoting an integral management approach of the territory to achieve an agricultural development and sustainable and competitive irrigation searching the administrative efficiency and prioritizing the service to family agriculture.
Likewise, the INEI in accordance with the Legislative Decree N° 604, the Law on the Organization and Functions of the National Institute of Statistics and Informatics, is a Decentralized Public Body with legal entity status of domestic public law, with technical and management autonomy. The INEI by being a central body and leading organism of the National Statistics System, has the power to rule, plan, lead, coordinate, monitor and disseminate the official statistical activities of the country. In accordance with the Supreme Decree N° 097-2021-PCM. The INEI is a specialized technical organism assigned to the Presidency of the Council of Ministers.
COMMITMENTS
Among the commitments that undertake the parties are to support in the strengthening of the Agricultural Statistics Systems. This should include the implementation of census, surveys and administrative records; to support in the personnel training in statistics and agricultural subjects, as well as in software tools; statistic software and its applications; coordinate the production of probabilistic statistics of the de Agricultural Statistics System; as well as to periodically provide the administrative records, technical and statistical data generated.
NATIONAL AGRICULTURAL SURVEY (ENA‐2023)
The INEI informed that the National Agricultural Survey (ENA‐2023) would allow performing the monitoring and assessing of indicators of the agricultural sector in order to promote policies to improve living conditions of the population dedicated to agriculture.
BACKGROUND
Joint work between the INEI-MIDAGRI started in the year 2021, with the information transfer between both institutions, which allowed an accompaniment of the test; likewise, the first pilot test was performed in the department of La Libertad, being the first test of this type in the Coast region.
During the year 2022, the standardization of the INEI-MIDAGRI questionnaire had been performed, this stage was developed during seven meetings in which INEI-MIDAGRI technical equipment and the Ministry of Economy and Finances (MEF) participate. The INEI performed pilot test in the departments of Ayacucho, Puno, Ucayali and San Martin.
In the year 2023, specifically during the months of March and April, the cartographic review and the adequacy of the Master Sample Frame was performed at national level in order to select the segments sample. Those actions mainly aim to get a standardized methodology to be applied in the National Agricultural Survey.
The simple of the National Agricultural Survey of the year 2022 was of 31 thousand 440 and producers devoted to this field. For this year, (2023) Sampling Areas Frame developed by the MIDAGRI will be adopted. It is estimated that 56 thousand agricultural producers will be interviewed, distributed in 9 thousand 312 segments, that means an increase of 80 % in the sample.
The field operation will be performed during the months of June to October nationwide; to date the call process to field staff has been carried out. The collection of data will be carried out through an application that has a cartographic module that allows to geo-reference the parcels in field.
