International Mission of Latin-American Observers underlines its technological innovation and planification of the 2025 National Censuses

A mission of international observers coming from Argentina, Brazil, Chile, Ecuador, Panamá and Uruguay visited Per to know closer the organization and execution of the 2025 National Censuses, acknowledging the methodologic and technological progresses implemented by the National Institute of Statistics and Informatics (INEI).
In a preliminary report, the delegation highlighted the use of artificial intelligence in the data processing, the solid articulation between the methodologic and technologic equipments as well as the rapid response capability of thanks to the permanent coordination with the regional directions of the INEI at national level.
In addition, it outstood among other subjects, the length of the questionnaire, the planification of a pre-census that allowed to optimize the operative, as well as the monitoring of the 2025 Censuses, considering a replicable model in their countries.
The spokesman of the mission, Jorge Cárdenas (Chile), thanked the INEI in the name of the observers: “Participate in this mission had been an enriching experience. The censuses are not performed by a country alone; are constructed based in the good practices and lessons learned in all the region. Peru becomes a pioneer by starting this 2025 census round, which experiences will serve for the processes of the 2030 in Latin America”.
Likewise, the mission stressed the importance of having the declaration of national interest of the census as State project, which guarantees the efficient execution.
In addition, it highlighted, the proper articulation with actors of the civil society, the State and the private sector, indispensable condition for the success of an operative of such magnitude.
The chief of the INEI, Gaspar Morán, thank the presence of the mission and the valuable feedback provided: “The recommendations of the international observers strengthen our commitment of carrying out an inclusive census, censo, reliable and with international standards. This visit reaffirms that the 2025 National Censuses are a state project and a legacy for the development of the country”, he concluded.
In the presentation of the preliminary report of the mission participated: Suyay Mura, director of population statistics of the National Institute of Statistics and Censuses (INDEC) – Argentina; Giulia Scappini, technical coordinator of the Brazilian demographic census of the Brazilian Institute of Geography and Statistics (IGBE) – Brazil; and Jorge Cardenas, operative chief of the Census of Population and Housing of the National Institute of Statistics (INE) – Chile.
In addition, Marianita Granda, general sub-director of the National Institute of Statistics and Censuses (INEC) – Ecuador; Cecilia Valdivia, technical general coordinator of statistical production of the National Institute of Statistics and Censuses (INEC) – Ecuador; Bernardo González, socio-demographic sub-director of the National Institute of Statistics and Census (INEC) – Panama; and Leonardo Cuello, director of the 2023 Censuses Unit of the National Institute of Statistics (INE) – Uruguay.
Finally, they outstood the transparence of the process and the commitment of the authorities to ensure the fulfillment of each stage. This presence gave legitimacy and technical support to the census process, reaffirming the importance of the citizen surveillance and the international accompaniment in this type of events.
