INEI started the census registration of homeless people at national level

The National Institute of Statistics and Informatics (INEI) started the census registration of homeless people, in order to know the characteristics of those that live alone or in groups in streets, parks, markets, bridges and other spaces non-destined to be a house. This action is developed within the framework of the 2025 National Censuses: XIII of Population, VIII of Housing and IV of Indigenous Communities.
From the city of Tumbes, the chief of the INEI, Gaspar Morán Flores, informed that the census officers will locate in strategic points to address homeless population, taking into account the arrival and departure time in spaces with restrictions, limited access or entry and exit points in spaces with restrictions, limited access or surveillance.
Morán Flores stressed that this work is perform with the support of the National Police of Peru (PNP) to guarantee the security of the field equipment’s’. In addition, he also stated that in the case of rejection to the questionnaire, the census officers will not insist, in order to avoid risk situations.
He added that at national level, the operation will include parks, markets, bridges, hillsides, alleys, shopping centers surrounding areas, as well as, plazas, shelters and refuges, popular dining-places and community centers, among other spaces.
Security measures for the census officers
In order to strengthen the security of brigades, the chief of the INEI led in Tumbes Regional Table on Security of the Census Personnel, space intended to coordinate actions that assure a census registration in conditions of protection and confidence.
Likewise, he also declared that the Monitoring Center of the 2025 National Censuses has been monitoring in real time of the census officers across the country and highlighted the geolocation by GPS and allows to know with exactitude its location during the field work.
The meeting included the participation of the Engineering Segismundo Cruces Ordinola, Regional Governor of Tumbes, as well as local and police authorities.
60.3% of households in Tumbes were already census registered
After a month and a half of had initiated the census operation, Tumbes registers a progress of 60.3% from the 106,275 houses programmed.
The provinces with greater coverage are: San Juan de la Virgen (94.3%), Zorritos (66.5%), Corrales (65.8%), Papayal (65.2%), Zarumilla (59.8%), Tumbes (59.1%), La Cruz (58.9%), Casitas (57.5%) and Pampas de Hospital (56.9%).
