The National Institute of Statistics and informatics (INEI) will implement a technological solution based in-the-cloud in order to carry out the 2025 National Censuses: XIII of Population, VIII of Housing and IV of Indigenous Communities. This modernization Will be milestone in the census history of the country, by incorporating advanced technologies of high availability, serverless architecture and automatic scalability, hosted in two different geographic regions, guaranteeing the efficiency, security and operational continuity.
Through the Amazon Web Services (AWS) infrastructure, the INEI will deploy a platform that will allow more than 40,000 census officials to collect information in real time through mobile devices (tablets). Data will be instantly processed and safely stored in encrypted databases, eliminating the dependence of physical servers and significantly reducing operational costs.
The in-the-cloud solution not only optimizes the management of great volumes of information, but also assures a dynamic response to the demand, even in times of high activity. This guarantees that the data collection is performed in a continuous way, without any interruptions or system crashes.
In addition, a digital platform had been developed that will allow the citizens (informants who have reached the age of legal majority) to complete the census online in the case they are not at home during the visit of the census officials. To that end, they should use a unique code of housing that Will be previously given. With this code, they could have Access to the INEI official website, where they will receive a user name and password through an electronic mail or cellphone. Then, they could complete the questionnaire and send their information in a safe and confidential way.
In the case of eventualities, the INEI had foreseen a contingency plan that includes own servers, ensuring continuity of the process and the integrity of the information in any possible scenario.
Main benefits
• Reduction of costs: Pay only when the cloud services are used, eliminating expenses associated to maintenance of physical structure.
• Utmost operational efficiency: The elimination of physical servers allows a fastest and flexible management.
• Improved coordination: The platform facilitates monitoring and efficient management of the 40,000 census officials across the country.
• Continuous operation: Serverless architecture allows a non-stop data collection and highly available.
• Maximum safety: The data are stored encrypted under the highest international standards of data protection.
With this commitment to technological innovation, the INEI consolidates its commitment with the modernization of the State, positioning Peru at the Forefront of the censuses processes in the region. This progress will allow us to have more reliable, timely and useful for public decision-making.
